What kind of exercise will slim down your legs and not tone them?
For slimming and not toning of any muscle, you are always going to want to go for a cardio-heavy work out. This means anything like running, jumping rope, swimming, etc. These workouts burn fat without putting excessive work on the muscles and tearing them down. Muscle groups must be torn and then rebuilt for growth and strength training, and cardio offers neither of these things.
If your local gym has a treadmill (and I don’t see how it possible would not) then I would recommend heading there with your mp3 player and starting with a simple treadmill routine. If you can stick to it you will start to see results in no time. If a gym is not your favorite place, jogs around the block or jumping rope in your back yard or home are also really great alternatives to getting your daily cardio workout. Remember to drink lots of water and not to starve yourself!
